Received his M.Sc. in econometrics and regional economics in 1970, and his Ph.D. in regional economics in 1972, both from the Erasmus University, Rotterdam, the Netherlands. Has honorary doctorates from the Vrije Universiteit Brussel and the National Technical University of Athens.
